Nikos Skoutaris

Nikos Skoutaris is a Professor of European Constitutional Law at the University of East Anglia. His research interests lie in the intersection between EU law, comparative constitutional law and conflict resolution theory. His work analyses how the EU constitutional order recognises and accommodates different aspects of the right to self-determination. 

His first monograph explained how the EU engages politically and economically with an unrecognised entity that has exercised its right to external self-determination and lies within its borders (Skoutaris, 2011). His forthcoming book examines how the European constitutional landscape accommodates internal self-determination—regions that enjoy legislative autonomy (Skoutaris, 2025). Recently, his research has focused on the implications of Brexit for the right to internal and external self-determination of the UK constituent nations that voted to remain in the EU. (Skoutaris, 2017; 2018; 2021; 2022; 2023). He has acted as an adviser to the European Parliament’s GUE/NGL Parliamentary Group for Brexit related issues.
